Our client is a multi-utilities contractor group of companies that are now looking to appoint an experienced Street Works Compliance Manager in their Power Utilities division based in Potters Bar, Hertfordshire or Barking, East London.


ROLE OVERVIEW

  • You will be responsible for ensuring the business unit stays in line & compliant with the New Roads & Street Works Act 1991 and Traffic Management Act 2004 along with permit scheme regulations and promotes a legislative & positive image for the company.


  • The key tasks will be to collate, document, defend, negotiate & manage all areas of legislative fines relating to New Roads & Street Works Act 1991 & Traffic Management Act 2004, in addition manage the Streetworks team in the absence of the Street Works Manager.



Principal Duties and Accountabilities:

  • Reporting directly to the Street Works Manager you will be responsible for supplying in depth reports, KPI’s & other duties/tasks related to fines and legislation plus required to attend meetings.


  • In addition, you will be required to assist in supervising & managing the street works team, both during the street works mangers attendance and in their absence.



GENERAL DUTIES

Responsible for collating, documenting, defending & negotiating all fines relating to street works.

Assisting in the management of the street works team who are responsible for the permitting & coordination of Streetworks across all Divisions within the company, plus full-time in the absence of the Street Works Manager.

Tasks include but are not limited to:

  • Managing the Streetworks Team while the Streetworks Manager is out of the office.

  • Collating & managing associated fines with updating & producing regular spreadsheets/reports.

  • Disputing and negotiating fines within legislation timeframes.

  • Analysing and responding to FPNs, Defects, Section 74 charges, and any associated fines within a timely manner &/or prescribed period.

  • Responsible for preparing & paying of invoices in relation to fines once approved by HoS/SM.

  • Providing Coordination, Scheduling and Administrative support if & when required.

  • Prioritising effectively to ensure all deadlines are met for permitting, coordination and administration.

  • Assisting with reporting and assessing Defect and Section 81 Notifications.

  • Assisting with permitting & coordinating regarding Issuing Section 50 Licences.

  • Developing KPIs and other performance metrics for monthly tracking and reporting.

  • Assist with the receiving & assessing of Traffic Management drawings before Permit requests are sent out to the team.

  • Assisting in managing the Openings, Closings and Registrations of streetwork permits compliant with Street Manager & relevant software providers.

  • Attend meetings and liaise with Local Authorities and Client Representatives where required for the smooth running and compliance factors in coordination of works.

  • Assisting with Coordination of other 3rd parties e.g. Parking suspensions, Bus Stop suspensions, Road Closures etc.

  • Support the Streetworks Manager in training new members of staff for Permitting, Coordination and Administration.

  • Assist with providing cover for team members on annual leave or who are absent when & if required.

  • All other duties necessary for the successful completion of a project or job.


SKILLS & EXPERIENCE REQUIRED

  • You will have a wide experience of Utility and Council Streetworks regarding all aspects of permitting, Coordination & its associated legislation.

  • You will have an excellent, confident, and polite communication manner plus skills.

  • The ability to liaise and maintain good relationships with Clients, Local Authorities, 3rd Parties, Operational Staff & higher management.

  • Ability to demonstrate good organisational and time management skills.

  • Ability to meet strict deadlines while working under pressure.

  • Ability to multitask while still ensuring the quality of work stays professional & of a high standard.

  • Responsible for taking control of any issues arising and being proactive in finding solutions.

  • You will be assertive and confident when liaising with Project Managers, Local Authorities and other stakeholders & be a team player with the ability to demonstrate proven Team Leadership / Management skills & to motivate the team.

  • You will have comprehensive knowledge of NRSWA & TMA and associated legislation.



Qualifications:

  • Symology - Insight / Aurora Training.

  • Experience using Street Manager.

  • TMA Permit Operations for Works Promoters is an advantage.

  • PC literate with a sound knowledge of MS Office and Street Works Permitting - essential.

  • Comprehensive knowledge of NRSWA, TMA and LoPS legislation and its application - is essential.

  • Management and Leadership training desired.

  • NRSWA accreditation – desired.
